Horrible lag spikes

Don't know why, but I'm getting horrible spikes every few minutes. I have a great server so hardware shouldn't be an issue. What's weird though, I only have say 10 players on when these spikes happen.

32GB DDR3 (10GB for this server)
SATA 3 HDD
