Nothing complicated, just a new negative/neutral rating to mark all those offtopic posts, since we have so many of them here at SpigotMC.
As there is no rating to indicate posts that are too offtopic, I believe that this rating could be useful both for users, to see which posts can be probably skipped, and moderators for possible clearing of a topic.
